Public Introduction to the DWP Case Studies

Public‑Facing Introduction

This case study examines the experience of a vulnerable adult with lifelong disabilities during the transition from Employment and Support Allowance (ESA) to Universal Credit (UC).

It highlights a series of administrative errors, safeguarding failures, and systemic weaknesses within the Department for Work and Pensions (DWP) that placed the claimant at significant risk.

The purpose of publishing this case is to:

  • raise awareness of the challenges disabled claimants face during Managed Migration
  • highlight patterns of administrative failure that may affect others
  • support public understanding of safeguarding duties within the benefits system
  • encourage accountability and systemic improvement
